Working together to provide safe, accessible coordinated transportation for anyone needing transportation services in Highland and Adams Counties


FRS Transportation has been the Dispatch Center for the Highland Area Rural Transportation System (HARTS) since January 2001. We provide transportation to Highland County residents to medical/counseling appointments through the NET/Medicaid program and job/educational training through the TANF program of HCDJFS as well as other contractual agreements, grant funding and our HARTS Fare/Cost Per Mile Program.


We currently have a fleet of 36 company vehicles. We use 25 vehicles at our Highland County and 11 vehicles at our Adams County Dispatch Centers. Our fleet consists of 15 standard minivans, 13 modified minivans with ramps that are wheelchair accessible and 3 larger wheelchair accessible vehicles with lifts. We have 4 twelve-passenger vans and 2 fifteen-passenger vans. All vehicles are equipped with seatbelts, fire extinguishers and standard safety equipment. Our wheelchair accessible vehicles accommodate most all commonly utilized wheelchair and power chair models. Please contact the Dispatch Office to see if your wheelchair can be safely transported. All company vehicles are clearly marked for easy identification.


FRS Transportation provides transportation for Highland County passengers both locally and within the surrounding areas of Dayton, Columbus, Cincinnati & Portsmouth through various grants, contracts and services. We, also, have a Dispatch Office in Adams County that serves the clients of the Adams County Department of Job & Family Services.

Mobility Management Grant:

Funding helps provide a Mobility Manager to work towards improving mobility and transportation services in Highland County.

5310 Program Grant:

Funding helps with the purchase of and maintenance for accessible vehicles as well as operational funding for our HARTS and ARTS Fare programs. These projects assist the elderly and disabled in Highland and Adams Counties.

FRS Transportation became the Dispatch Center for Adams County Department of Job & Family Services in July 2012. All NET-Medicaid eligible trips for ACDJFS come into the Dispatch Office and are then dispatched to the three NET-Medicaid Transportation Providers for ACDJFS:

  • Adams County Senior Citizens Center
  • Adams/Brown Community Action Program
  • FRS Transportation

They also provide transportation services through other contractual agreements.
